Pacific artists and intellectuals are now able to cast off the 'albatross around the neck' legacy of the colon ial period , a legacy that led to self-doubt, the fragmentation of cultures, the frustration of feeling incapable against the dominant culture. Indigenous artists and cultural institutions are increasingly in control of their own heritage, cultural resources and artistic inclinations, whether in local, national or global contexts.
